Objective: To administer the statewide shooting range program on statewide shooting ranges by providing a focal point for assistance to the shooting range operators via providing a forum and contemporary information and advice on: range safety, operations, maintenance, and development; procurement of grants and funds; range planning; firearms training and education programs; and all other aspects relating to shooting range management and project goals. II. Segment Objectives: 1. To provide project leadership of Statewide Shooting Ranges Project. 2. To administer shooting grants. 3. To attend seminars and presentations on local and National Level, including service on the NSSF National Association of Shooting Ranges Executive Committee 4. To exchange information with other range users. 5. To provide consultation with other range management personnel and user groups. III. Procedures: 1. Communications will be established with other range operators within the state. A communications data base will be maintained. 2. The grants program will be administered. Locations and records will be inspected and monitored to ensure the most efficient use of grant moneys. 3. Various range and firearms seminars as well as national and local meetings will be attended with the project being represented. 4. Procedures for safe range operation will be shared with other range operators. The project leader will provide information and personal visitations to ranges requesting assistance or input. Objective: To administer the Ben Avery Shooting Facility as a focal point of a statewide range program. To operate and manage the facility including the trap and skeet ranges with an emphasis on range safety, facility security, fire protection, facility sanitation, facility maintenance, facility operations including public user groups and volunteer coordination, scheduling, cooperative agreements, public firearms education, development of long range plans, and public use. BASF management priorities have been established as: SAFETY, SECURITY, OPERATIONS, PUBLIC HEALTH, PUBLIC RELATIONS. II. Segment Objectives: 1. Planning: for the redevelopment of BASF: completion of a 10 year plan: project planning documentation; tactical and situational anticipations and responses; anticipating needs for goods and services. 2. Organizing: daily, weekly, yearly activities at BASF in conjunction with user groups; use and care of facility, grounds, buildings, and improvements. 3. Staffing: preparation of a BASF procedures manual; staff training, including first aid, range safety, various techniques for public assistance and security; supervising personnel (staff, volunteers, hosts, and reserves) and ancillary duties associated with supervision; Anticipating increased staffing levels as appropriate; supplying personnel with items necessary for safe and efficient work accomplishment. 4. Directing: Oversight of work products and personnel to product safe, effective, efficient, and user-friendly programs; 5. Coordinating: Working with BASF personnel to ensure smooth operation and integration of project goals; meeting and working with BASF user groups to ensure public cooperation and input into range operation and management; meeting and working with non-range user groups, civic leaders, community representatives to gain and enhance cooperation with range use and management; coordinating with groups for donations for BASF improvement/redevelopment projects; coordinating with commercial groups for increased non-traditional use; coordinating with other governmental agencies regarding compliance testing and reporting requirements. 6. Reporting: Preparation of various written instruments required or necessary to provide updates, status, projections, progress, needs, etc. of BASF programs. Verbal reports to supervisors and others are necessary. Completion of testing and reports as may be required by other governmental agencies. 7. Budgeting: Establishment, monitoring, and managing of BASF budget, including proper procedures for project income management; auditing and oversight functions as necessary. III. Procedures: 1. A 10 year BASF planning process will be continued and input sought from BASF user groups. 2. Supplies necessary for the operation and maintenance of the BASF will be ordered within state laws and department policies. 3. Oversight of daily, weekly, and yearly activities at BASF will be provided with emphasis on providing quality services to the public. The facility will be kept at high standards for use and service. An attempt will be made to develop a web page. 4. All supervisory activities concerning BASF personnel and volunteers will be completed in accordance with applicable regulations and policies. 5. A BASF procedures and directives manual will be produced which will be used for user compliance and staff training and reference. 6. Meetings of various groups will be attended to provide leadership and coordination with the various users of the facility. Donations for redevelopment will be solicited, and a community outreach program will be maintained and enhanced as funding allows. In addition, activities which will lead to increase use of the facility by all segments of the public will be pursued as well as activities focused on junior and women participation. 7. Reports, updates, and other governmental documentation will be completed as necessary. 8. Oversight and monitoring of the Facility budget, income receipt and deposit, proper reporting and audit procedures will continue in accordance with appropriate audit standards, rules and regulations. 9. Employees will be trained in firearms safety and education, and in those areas focused on people management and public relations. Quality service delivery and innovative approaches to problem solving will be encouraged for all BASF personnel and volunteers. 10. Objective: To operate the Ben Avery Shooting Facility as a safe recreational shooting complex for shooting oriented programs including: scheduling of events, training, hunter education, sight in services, buildings, and campsites; oversight of safe shooting programs; community outreach and spectator services; community involvement via donations and volunteer efforts; coordination with approximately 160 user groups; public information and relations; wildlife oriented information programs. II. Segment Objectives: 1. Provide for a safe recreational shooting complex for use by the shooting public, competitive events, training events, and wildlife based educational events. This includes facility protection, security, and public regulation necessary to maintain a safe environment. 2. Provide for a supervised main public range for use by the general shooting public from 7 AM until dark Wednesday through Sunday. 3. Provide for an archery range for use by the general archery public from 7 AM until dark Wednesday through Sunday. 4. Provide for police and military training on Mondays and Tuesdays. 5. Extend range hours on Thursday nights to provide for special program events. 6. Provide ranges for registered user groups Wednesday through Sundays. 7. Provide for trap and skeet range for use by the general public, competitive, and training events during reasonable hours. 8. Provide for all ranges to be used concurrently and safely for a variety of competitive and training events. 9. Provide a 98 space campground for use by shooters participating in BASF matches and activities. 10. Provide spectator services in the form of parking, information, and internal transportation as appropriate. 11. Provide office support for the functioning of the facility which includes but is not limited to: invoice issuance and receipt, scheduling of ranges, buildings, and campgrounds, funds receipt and deposits, volunteer scheduling and reporting, completion of Department and range procedures. 12. Provide marketing, advertisement, public and user group cooperative activities in regard to promoting and completing project objectives. 13. Provide a community outreach program (off site and within manpower restraints) in order to increase targeted usage of the facility, and to promote and complete project objectives including but not limited to membership in Greater Phoenix Convention Bureau, Phoenix Chamber of Commerce, firearms education and clinics, summer camps, gun/trade show displays, tourist and RV show displays, gift certificate, high school education programs, commercial tours, Current Focus is on show displays, networking events with Chamber of Commerce, providing clients services through the Convention Bureau. Increase staff so that this objective can be expanded beyond current focus. III. Procedures: 1. Activities will be accomplished in compliance with all applicable laws, rules, regulations, and policies. 2. Innovation and utilization of "state of the art" techniques will be fostered, encouraged, and implemented. 3. Objective: To maintain the Ben Avery Shooting Facility as a safe complex for shooting oriented programs, and provide acceptable standards for facility safety, facility security, and safe public use. II. Segment Objectives: 1. Maintenance of infrastructure of BASF which includes but is not limited to normal maintenance functions of buildings, vehicles, equipment, supplies, roadways, parking lots, fences, backstop berms, safety berms, fire breaks, signs, water systems, trap and target devices, canopies, electrical systems, moving target systems. 2. Custodial tasks for BASF infrastructure which are associated with janitorial functions of buildings, parking lots, trash removal. 3. Landscape tasks for BASF infrastructure including irrigation of vegetation, lawn mowing, trash removal, herbicide spraying, vegetation trimming and removal. III. Procedures: 1. Due to a lack of maintenance by the previous lessee, the facility will be in an accelerated maintenance mode. General clean up and trash removal will occupy a large percentage of time. Several maintenance activities will be accomplished by volunteers. In addition, corporate donations will be solicited to request solutions of special maintenance needs. The maintenance specialist will oversee volunteer assistance in the maintenance activities, as well as be responsible for ordering and maintaining supplies necessary to complete maintenance activities. 2. Due to the use of the facility, custodial activities will be continuous as needed, however, Monday and Tuesdays will be emphasized as primary custodial days. The custodian will oversee volunteer assistance in the custodial activities, and well as be responsible for ordering and issuing supplies necessary to complete custodial activities. 3. Landscaping, including herbaceous spraying will be continuous as needed. The custodian will oversee the landscaping activities as well as the volunteer assistance in this area, and will be responsible for ordering and maintaining supplies necessary to complete custodial activities. Objective: To redevelop the Ben Avery Shooting Facility with on site projects designed to improve safety for the users and security of the facility, increase numbers of concurrent users, increase efficiency, improve safe firearms, archery, and outdoor public education and recreation, and reduce maintenance costs. II. Segment Objectives: Focus is on safety and concurrent use of ranges for expanded user demands. Waterline gate valves needed to be located and replaced. All are frozen open. As many redevelopment projects not completed last segment will be completed within available funding. III. Procedures: 1. An "engineer in training" (EIT) will continue to be assigned to provide engineering estimates, construction oversight, and work scoping documentation. 2. Redevelopment projects will be completed by corporate donations, by contractual personnel, or by departmental personnel. 3.
